THE NORTHWEST ORDINANCE OF JULY 13, 1787 IS 228 YEARS OLDWere you aware that today is the Two Hundred and Twenty-Eighth Anniversary of the Northwest Ordinance of July 13, 1787?I remind my subscribers and students of this because I use the four Organic Laws the United States of America to teach written law, which is the most efficient, precise and ethical way of teaching that subject. This is what the Declaration of Independence has to say about taxation:He has combined with others to subject us to a Jurisdiction foreign to our Constitution, and unacknowledged by our Laws; giving his Assent to their Acts of pretended Legislation:

For imposing Taxes on us without our Consent:It is true we do not have to consent to pay taxes, but as you are all aware, penalties forfeitures and confiscation will result if tax bills are not paid. The rest of the Organic Laws provide an answer.
The Northwest Ordinance of July 13, 1787 imposed federal taxes on settlers and inhabitants of the Northwest Territory in order to reduce the federal debt. Imposition of that tax was lawful because the United States of America had a proprietary interest in the Northwest Territory. Every proprietor of real property has a right to the benefits of that property, so a tax on an inhabitant or settler was perfectly proper. What the United States could not do was forcibly collect the tax using the Northwest Ordinance. Article 4 of the Northwest Ordinance, however, brought the Northwest Territory under the authority of the Articles of Confederation of November 15, 1777.
The Articles of Confederation delegated to the Confederation Congress the power to wage war. Included in that power was the power to impose martial law on territory obtained as the result of successful warfare. The Northwest Territory was ceded to the United States of America by the British in the Paris Peace Treaty of September 3, 1783. The Confederation Congress possessed and did exercise martial law power within the United States of Ohio, Illinois, Indiana, Wisconsin, Michigan and parts of Minnesota.
The third Organic Law, the Northwest Ordinance, created a temporary government consisting of the United States of Ohio, Illinois, Indiana, Wisconsin, Michigan and parts of Minnesota. Article I and Article IV of the fourth and last Organic Law, the Constitution of September 17, 1787, provided the revisions to the Northwest Ordinance and the Articles Confederation necessary to create a Union of States, territories, possessions, districts and federal enclaves subject to the exclusive martial law power of the United States of America.
The States of the United States Union are identified by the appellation: “State of ______.” The States of the perpetual Union, the United States of America, ratified the Constitution of September 17, 1787, in order to be able to tax at the state and municipal level. In order to tax sales at retail, for example, a State of the United States Union need only identify a taxable sale as one which occurs “in this State” or “in the State.” Elsewhere a State statute will define “in this State” and “in the State” as the federal territory within the “State of_____.”
To make the taxation of retail sales even easier a “State of the United States Union will require a retail seller to obtain a license to sell at retail. This registration process of retail sellers makes the collection process an efficient system. Registration of real property and its ad valorem taxation is the major source of revenue for local governments. All these taxes and more are made possible because the States of the perpetual Union enacted the Northwest Ordinance of July 13, 1787.

Where does the federal government get its power?
If you answered the Constitution of September 17, 1787, you are dead wrong. If you answered the United States Constitution, you are getting closer.
The answer is: the Constitution of the United States.
When the first President of the United States took this oral oath on April 30, 1789: “I, George Washington, do solemnly swear that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect, and defend the Constitution of the United States,” he had been President of the United States of America since April 6, 1789.
That’s right, George Washington and every President since has been elected President of the United States of America weeks before taking the oath of office of President of the United States.

CITIZENS, STATES & UNIONS

There are TWO kinds of Citizens, TWO kinds of States, and Two kinds of Unions
The Constitution of September 17, 1787 acknowledges, in Article I, two kinds of Citizen of the United States, and therefore, two different States from two different Unions. The Northwest Ordinance of July 13, 1787 created the possibility of States populated by inhabitants who can become Citizens of the United States at age 18. Elsewhere, in the original 13 States, citizenship is only possible at age 21, the common-law age of majority. In federal territory 18-year-olds are subjects of government.

WHY STUDY THE FOUR ORGANIC LAWS?

What better way to learn the written law than by studying the four laws which are the supreme law of the nation?
All authority for the lawful assertion of governmental power is found in the four Organic Laws of the United States of America. All the governmental power asserted in the Constitution of September 17, 1787 is derived directly from either the Articles of Confederation of November 15, 1777 or the Northwest Ordinance of July 13, 1787. Almost all Americans consent to be governed, because they do not know how to make a forceful refusal to every offer government makes to be governed. They don’t know the power of the four Organic Laws.

A FEDERAL GOVERNMENT CONSISTING OF EMPLOYEES OF THE CONGRESS

The real reason no one in the federal government can be held accountable is that everyone in government is an employee of “the Congress,” including the President of the United States and the President of the United States of America.Universally, employees everywhere must do one thing – work. There is no such work as telling the truth. Government employees respond to questions according to their training which has nothing to do with ascertaining the truth. The only reliance a person can place on a federal government employee is that the employee will repeat what he or she has been told to say.
